BLOOM Program Manager (ccf)

CCF is hiring a Program Manager for our Building a Lifetime of Options and Opportunities for Men (BLOOM) venture, a 5-year effort designed to redirect Black male youth (ages 12 – 18) who are, or have been, involved in the L.A. County probation system toward improved employment and educational opportunities.  This position manages and implements the venture and leads, consults and collaborates with internal and external partners on key areas: strategy development; program implementation; grantmaking and monitoring; community engagement; partnership cultivation; fund development; policy and legislative analysis; communications and other program management aimed at leveraging internal and external programmatic activities and resources.  The remaining duration of CCF’s BLOOM venture is 2.5 years, through June 2019, and this position is funded for that duration. 

Major Responsibilities:

  • Strategy Development, Project Design, Management and Grantmaking Oversight: In consultation with the vice president, BLOOM Advisory Committee, and field partners designs, develops, refines and implements the goals, objectives, activities and strategy for BLOOM.  Monitors progress and activities of grantees (Brotherhood Crusade and Social Justice Learning Institute), develops an evaluation framework and manages project consultants.  Develops and oversees timeline including advisory council meetings, grantee meetings and meetings with all partners, including Los Angeles County Probation and Los Angeles Unified School District among others.  Consults and collaborates with internal and external partners to achieve BLOOM goals and assumes primary responsibility for communicating progress and results to internal and external audiences. Maintains depth and expertise in the foundation’s areas of interest, and major policy reform efforts and initiatives that impact these issues in Los Angeles County, California and the United States. 
  • Portfolio Management: Ensures that CCF’s grants are invested in grantees and communities to achieve common outcomes and maximum impact.  Conducts due diligence including review and analysis of grant proposals, written materials, financial information, site visits and interviews with other funders and relevant agencies.  Makes funding recommendations to the initiative’s advisory committee and CCF Board of Directors (Board).  Monitors grant investments, produces grant agreements, reviews progress reports and payment requests, and maintains ongoing communications with grantees.  Works with grantees to strengthen their organization capacity to adapt to changes in the nonprofit environment, including their ability to report results by using effective outcome measures.  Prepares and presents written and oral analyses of grant requests, drafts issues briefs and prepares portfolio reports for CCF staff, Board, committees, BLOOM Advisory Committee and/or donors. 
  • Resource Development/Fundraising: With Vice President, seeks opportunities to leverage CCF’s BLOOM investments with public and private resources in the form of cash gifts/awards and scholarships or job opportunities for youth.  Develops and implements resource development strategies including meeting and developing relationships with potential investment partners and contributors and establishing fundraising benchmarks.  In partnership with Development and Donor Relations (DDR) staff, prepares information for donors and/or meets with donors to educate about their giving preferences and appeal for support for BLOOM.
  • Grant Monitoring: Guides annual grantmaking from RFP to Peer Review Due Diligence/Board Memos to Progress Report, with Program Associate.  Oversees the management of BLOOM grants, including the production of grant agreements, progress reports, payment requests, and other related correspondence and meetings with grantees.  Works with grantees to strengthen their ability to report results by using effective outcome measures, to assist CCF to better assess the impact of its grants.
  • Content Research: Conducts research on issues or concerns of importance to CCF and the initiative’s advisory committee through written materials, interviews, community meetings, internet search engines, or other useful means.  Presents findings in written and/or oral formats. 
  • Community Engagement and Partner Relations: Works directly with foundation partners and consultants, and various constituency groups, including community-based service providers, policy and advocacy organizations, city staff and agencies, local and state-level elected and appointed officials and business leaders.  Oversees and manages relationship with UCLA evaluation team.  Facilitates the initiative’s advisory committee meetings and further builds CCF’s presence and collaborative grantee relationships to achieve the initiative’s goals.  Represents CCF on relevant committees, commissions, task forces, at special events, and boards.  Assumes leadership roles in professional networks and collaborations related to CCF’s priority issues and philanthropic activities.  Works directly with grantseekers to provide clarification of CCF priorities, direction regarding application procedures, and feedback on proposals.
  • Communications: Communicates (e.g., in-person updates, e-blasts, annual report, etc.) with foundation partners, constituency and stakeholder groups to provide information about the initiative’s priorities, activities and progress.  Responds to external requests for information.  Works in partnership with CCF’s Marketing and Communications staff to produce relevant materials for distribution to key stakeholders. Manages key activities including organizing and speaking at outreach meetings, and preparing written materials for the CCF Board of Directors, the BLOOM Advisory Committee, resident groups and other partners and audiences. 
  • Initiative Transition & Replication:  At close of 2018-19 fiscal year, BLOOM completes its 7th year of CCF investment and incubation, ready to transition to full community ownership and implementation. In preparation for this transition, during 2017-2018, BLOOM Director invests 60-70% time in the field, manages BLOOM Evaluation (UCLA) and reinforces evidence-basis with evaluators and consultants to help expand and replicate BLOOM in other L.A. County cities with similar populations (e.g. Pomona, Pacoima, NW Pasadena) and opportunity to reduce recidivism and increase high school completion.   Partners with Advisory Committee and CCF Leadership to ensure strong transition plan and continuity.
  • Project Management, Delegation and Supervision: In collaboration with department supervisors and other staff, delegates projects to and assists in the supervision of field partners’ work in an efficient and effectively planned manner.  Ensures that foundation databases are accurate, updated in a timely manner and are effectively utilized.  Manages workload to ensure sufficient time is allotted to knowledge acquisition and to achieve mastery of department processes and technology.
  • Internal Integration of Work: Identifies opportunities for and integrates the functions and skills of civic engagement, marketing and communications and development and donor relations into their grantmaking to increase focus on systemic change.  Engages with internal and external resources to secure necessary competencies. Collaborates across CCF programs and functions and embraces cross-program initiatives and systems change pursuits.  Supports CCF’s vision of functioning as an integrated foundation where all staff support our various functions as communicators, fundraisers and grantmakers.
  • General: As appropriate, assists other departments and works as a member of interdepartmental teams to ensure the effective and efficient operations of CCF.  At all times, demonstrates cooperative behavior with supervisors and coworkers.  Other duties as assigned, dependent on organizational needs and employee skills.

  • Experience:  Minimum of four years of experience working with or in the nonprofit and/or philanthropic sector, or with elected officials or BMOC initiatives is preferred.  Knowledge of and experience addressing issues impacting underserved communities, community organizing and a good understanding of local government policies and processes is preferred.  Program management, strategy development experience and experience in managing consultants and project working teams to achieve results are essential.  Previous experience with developing and working with program budgets necessary.  Experience cultivating relationships with and identifying new members for advisory committees and boards of directors preferred.  Experience effectively leveraging skills and knowledge of board and committee members to meet goals preferred.
  • Education: A bachelor’s degree is required.  A Master’s degree in public administration, public policy, social work or related field is preferred.
  • Fund Development: Working knowledge of raising funds from individual donors, foundations and/or the public sector.  Solid grantwriting skills are essential. Background in prospecting and solicitation preferred.
  • Community and Field of Interest Knowledge: Knowledge of the Los Angeles County nonprofit community, familiarity with South L.A. and potential target expansion areas (San Gabriel, San Fernando, and Antelope Valleys) of the initiative and diverse neighborhoods throughout the region, and experience in working effectively with diverse and broad-based community constituencies is required.  Working knowledge of best practices in fields of interest to the foundation, familiarity with nonprofit financials, public policy and legislative process, public and private funding streams related to the foundation’s domains of work, and a working understanding of outcome measures and evaluation methodologies aimed at assessing program effectiveness is preferred.
  • Convening and Facilitation Skills: Able to facilitate meetings and group processes for the purposes of fact-finding, decision-making, peer learning and problem solving.  Good meeting management skills. 
  • Communication and Analytical Skills: Solid analytical skills, excellent interpersonal, verbal and written communication skills and excellent customer service skills required. Ability to prepare and give presentations, collaborate and comfortably interact with diverse audiences including donors and Board members as well as nonprofit, government officials and community groups is required.  Understanding of political processes preferred.
  • Technology Skills: Internet competency and strong computer proficiency, including mastery of the Microsoft Office software suite and a familiarity with database software, is required.  Working knowledge of Blackbaud software preferred, with a willingness and ability to learn appropriate database, spreadsheet and other computer programs.
  • Project Management Skills: Strong organizational skills and attention to detail.  Ability to prioritize work effectively and adjust to multiple demands with consistent attention to timelines.
  • Team Work & General Skills: Ability to work well independently and as team member.  Ability to take initiative and follow tasks through to completion.  Ability to lead a team toward CCF's goals, leveraging each team member's skill set.

Working Conditions:

  • Requires the ability to sit and work at a desk for several hours at a time.
  • Requires the ability to travel and attend meetings, presentations and events outside the office, which may require occasional use of a motor vehicle for transportation to other locations. Due to the nature of external appointments and/or responsibilities requiring travel to locations not easily accessible by public transportation, driving is an essential job responsibility for this position.
  • Work may require weekends and/or extended work day.
  • Punctuality and satisfactory attendance are essential functions of the job.
  • This position is required to be available to speak with clients and/or others while away from the office and/or with clients and/or others located in other time zones outside Foundation business hours.
